This letter was published on Wednesday October 4th, 2017 in the Oak Bay News and very 
clearly requests public consultation in a planning process for future development of Oak
Bay (i.e. a resident supported strategic plan). This would be preferable to Council's current
ad hoc, arbitrary development by development approval method.
