Please phone in and or register to speak at this meeting. While developers and stakeholders have routinely been given far more opportunities to provide their input and interact directly with Council about secondary suite legislation, residents have not been provided with the same consideration.
This may be the only opportunity, before a suite zoning bylaw is imminent, to let Council know if you are for or against untaxed multi-tenant suites in Oak Bay’s Single-Family neighbouhoods.

This may be the only opportunity, before a suite zoning bylaw is imminent, to let Council know if you are for or against untaxed multi-tenant suites in Oak Bay’s Single-Family neighbouhoods.
Some of the outstanding issues are:
- Street-parking, currently a serious problem on oak Bay predominantly narrow streets, will intensify if the increase in suites is anywhere near the projected number. Gridlock will only be avoided by expensive, strict parking regulations.
- Under the present proposal homeowners will be expected to “police” their neighbors suites that are both legal and illegal – illegal sites experience has show will be the majority. The current enforcement practice is 2 complaints are required before action is taken.
- Council has failed to request cautionary secondary suite options. Examples are: a pilot project to test just how successful suite registration will be; or a successful system used to control any surge in illegal suites – by approving only suites whose owners that apply for registration.
- Council has failed to explain how the proposed suite tracking system will work or where it has been successful and why hasn’t been used before this?
- Council has failed to explain how the Secondary Suite Impacts identified in the Official Community Plan Housing Objective #1 have been adequately addressed - infrastructure and funding impacts in particular.
- Council has failed to request “an analysis to identify the revenues. costs, and resources required to regulate secondary suites” as prescribed in the Official Community Plan Housing Policy H12.
