The sole announced agenda item for consideration will interest those with parked campers and is as follows:
2. Use of Campers for Self-isolation Purposes.
Note: This item required a 2 page April 6, 2020 detailed Director of Building and Planning report.
It is possible other items may “emerge” under New Business reports. After this Council will meet out of public view. However, only certain items can be considered in-camera under legislated rules. An important Oak Bay Council in-camera item could and should be laying off not-needed civic staff .
Many BC Municipalities have already taken this appropriate action and laid off their civic staff. As in Oak Bay, many of their residents have lost their jobs due to layoffs and it is not clear when or if these job opportunities will be available again.
All property tax payers will benefit as this will cause the Federal Government to use emergency funding to provide this substantial revenue. In turn municipalities can cut their property tax budgets.This is even more applicable and relevant in Oak Bay with the District’s proposed 2020, 8.02% tax hike on the table. This is not to mention a $1,000,000 staff recommendation to permanently add 8 new administrative staff to the municipal payroll.
One of these positions is highly controversial and this includes the viewpoint of some Council members. It was a surprise when this position was posted by staff on March 20, 2020 ahead of Council consideration and budget approval. This position involved an additional $150,000 plus benefits tax and an about-face by the Chief Administrative Officer. See oakbaywatch.com March 7th, 2020 Newsletter for full explanation.
It is also possible a Council decision may be announced as a result of the April 6, 2020 in-camera session. The Council resolution on this important topic could be released as early as 6 months. This is the timeline promised to the BC Ombudsperson in 2017. The first release was to be in July of that year. However since the Staff commitment was made to the Ombudsperson no in-camera council resolution has been released. Home
